Consistency property of cement defines the viscous nature of the cement paste. It refers to the flow behavior of a fresh mixture of mixture. This property falls under the rheological study of material, which is the study of flow.
Normal consistency of cement is determined using Vicat's Apparatus. Based on this, the normal consistency of cement is defined as the percentage of water that produces a consistency that permits a plunger of 10 mm diameter to penetrate up to a depth of 5 - 7 mm above the Vicat's mold. This is better understood when reading the test procedure in the following article.
Some of the standard but empirical measures of study of consistency are slump of concrete, flow of mortar, and penetration resistance of the paste.

Consistency Test on Cement - Vicat's Apparatus
The consistency test on cement determines the standard consistency of cement. This method is used to determine the consistency of cement and supplementary cementitious cement (SCMs) by Vicat's Apparatus according to IS: 4031 (Part 4)(IS 4031 Part 4 2014).
The consistency test is a test to determine the quantity of mixing water to form a paste of normal consistency defined as the percentage water requirement of the cement paste, the viscosity of which will be such that Vicat's plunger of 10 mm diameter and 50 mm height penetrates up to a point 5 to 7 mm from the bottom of the Vicat's mold.

Step 1: Adjust the needle in Vicat's apparatus to show zero reading when the plunger touches the non-porous surface below as shown in Figure 2.
Step 2: Take 400 grams of cement in a dry tray. Measure clean water by the weight of the cement. Start with 25 percent and increase this based on the cement. Start the stopwatch when water is added to the cement. After mixing thoroughly, the cement is filled in the Vicat's mold and placed on a glass plate. Tamp the mold gently to expel entrapped air and level the surface with the trowel.
Step 3: Place the prepared mold under the plunger. The screw is adjusted to lower the plunger until the plunger is just in contact with the top surface of the cement paste. Now, quickly release the plunger to allow it to sink.
Step 4: Measure the reading from the scale. The value obtained represents the penetration of the plunger inside the prepared cement paste. For instance, if the penetration reading is 5 then it represents the plunger is 5mm from the bottom of the Vicat's mold. In case the plunger reading is more than 5 to 7mm, extra water is added, If the reading is less, then reduce the water content.
Step 5: The above operation of mixing, filling, and leveling is repeated until a reading of 5-7 mm is obtained.
Step 6: The entire operation of mixing and filling of the mould including testing should be completed within 3 to 5 minutes from the moment the water is added to the sample.
Calculations
Calculate the percentage of water (P) by weight of dry cement required to prepare cement paste of standard consistency by following the formula, and express it to the first place decimal.
P = W/C
W is the quantity of water added
C is the quantity of cement used.
